“재산세는 당초에는 국세인 토지세, 가옥세 등의 세목이 1962년 지방세로 이양되어 재산세로 통합되었다가 1990년 종합토지세가 신설되어 토지와 건물을 분리하여 부과하였다. 이후 2005년부터는 정부의 부동산투기 억제를 위해 국세인 종합부동산세가 신설되고, 재산세와 종합토지세가 통폐합되어 재산세로 명칭이 일원화 된다. 현재는 재산세 과세대상을 토지, 건축물, 주택으로 구분하여 주택만 건축물가액과 토지가액을 합한가액으로 그 외 건축물은 건축물과 토지를 구분하여 과세된다.”
