“마치와 올슨(March & Olsen, 1989: 160-161)은 조직의 행동논리로서 귀결성의 논리(logic of consequentiality)와 적절성의 논리(logic of appropriateness)를 대별하여 설명하고 있다. 먼저 귀결성의 논리에 따르면 조직 행위자는 주어진 상황에서 어떤 행동의 귀결에 대한 선호와 기대(preferences and expectations about consequences)에 근거해서 행동을 선택한다. 즉 귀결성의 논리에서 행동은 가능한 한 선호와 기대를 충족시키는 결과를 만들고자 하는 의지를 담고 있다. 따라서 정상적인 행위자라면 자신의 행동과 그 귀결의 기대 사이에 일관성을 유지하려 할 것이다. 전통적인 의사결정이론은 바로 귀결성의 논리에 근거한 것이다(March & Olsen, 1989: 160). 이러한 귀결성의 논리는 경제적 행동논리와 일맥상통한다(김영평, 1991: 228-232). 한편 적절성의 논리에 따르면 조직 행위자는 주어진 상황에서 필요한 역할 의무를 충족시키기(fulfilling the obligations of a role) 위해 어떠한 행동이 적절한가에 대한 판단에 근거하여 행동을 선택한다. 즉 적절성의 논리에서 행동은 선호와 기대를 추구하는 것 보다는 요구되는 의무를 충족하는 것에 관심을 기울인다. 따라서 조직 행위자는 자신의 행동과 그의 사회적 역할 사이의 조화를 유지하려 한다. 종종 귀결성의 논리와 적절성의 논리 사이에 모호함이나 갈등이 나타날 때, 직면한 상황이 어떠하며, 그 상황에서 어떤 행동이 적절한가에 대해 숙고를 통해 귀결성의 논리가 아니라 적절성의 논리에 의해 행동이 취해지기도 한다(March & Olsen, 1989: 161). 이러한 점에서 적절성의 논리는 정치적 행동논리와 일맥상통한다(김영평, 1991: 228-232).”

The problem with college admissions is that colleges don’t really know that much about students. All they kind of have to go on is an SAT [or ACT] score, which is kind of a blunt instrument … a high school transcript, which is sort of hard to figure out, [and] maybe a personal essay, who knows who wrote the personal essay. So they tend to fall back on, “Is this person a legacy? Did they go to a ‘good high school?’” Well, everyone figures out where “good high schools” are and people pay a lot of money in tuition if it’s a private high school, or in the real estate market to buy a house near the good high school. And so again the opportunities for students to go to particularly elite colleges that are often the stepping stone toward the best jobs in government or business are in many ways constricted to a narrow band of people.
