근대의 권력 작동 메커니즘은 이전과 상이하다. 군주의 생사여탈권(죽게 하든가 살게 내버려두는)은 엘리트의 생명권력(살게 하거나 죽게 내버려두는)으로 대체되었다. 푸코에 따르면 ‘생명권력’은 두 가지 양식으로 전개되었다: ①개별 신체의 훈육(discipline of the body), ②인구의 조절 통제(bio-politics of the population).
